Savings In The 2019 Federal Budget Based On CSJ and CWP’s Recommendations

INTRODUCTION

Following the presentation of the 2019 Appropriation Bill by the President to the National Assembly, CSJ/CWP studied the budget proposals and pulled out expenditure line items it considered frivolous, inappropriate, unclear and wasteful. The pull-out was validated at the Civil Society Summit on the Budget. It was published and distributed to members of the National Assembly, the media, civil society and key offices in the executive. It served as an advocacy tool to engage the National Assembly in the approval of the 2019 federal budget.

After the approval of the budget by the National Assembly and assent by the President, CSJ reviewed its recommendations for savings against the approvals in the assented budget. The review found that although CSJ recommended savings in the sum of N74.175billion, the National Assembly eventually approved savings in the sum of Forty Five Billion, Nine Hundred and Twenty Eight Million, Eight Hundred and Ninety Seven Thousand, Three Hundred and Eighty Five Naira Only (45,928,897,385).
