LOOKING FOR A CONSULTANT FOR: Analysis Of Key Issues Arising From The Auditor General For The Federations 2014-2016 Federal Audit Reports

1. BACKGROUND

Centre for Social Justice (CSJ) is collaborating with the Rule of Law and Anti-Corruption Programme of the British Council (RoLAC) and supported by the European Union on a Project – “Improving the Effectiveness of Federal Audit Process and Reforms”. The project is designed with three core objectives:

·To advocate for the enactment of the Federal Audit Service Commission Bill into law;

·To support the Public Accounts Committees (PAC), office of the Auditor General for the Federation (AuGF) and MDAs in the improvement of audit process and practice;

·To build the capacity of civil society organisations (CSOs) and the media to demand and monitor compliance of Federal Ministries, Departments and Agencies of government (MDAs) with the extant audit regime.

2. THE TASK

As part of the Project, CSJ seeks to employ a Consultant to prepare an analysis of key issues arising from the 2014-2016 reports of the Auditor General for the Federation. The Analysis should show:

·The trends of infractions and violations including their repetition in key Ministries, Departments and Agencies (MDAs).

·The quantum of resources involved over the period.
·Recommendations of the AuGF for remedies and whether these remedies were implemented by the MDAs including updates from subsequent AuGF’s reports on the MDAs. Essentially, a focus on the enforcement of the AuGF’s findings.

·A simplified infographic analysis of key issues is to accompany the report.

·International best practices for enforcing audit findings.

·Conclusions and the way forward.

3. ENGAGEMENT

Interested consultants should respond with their CVs and their understanding of the scope and extent of the assignment including an abstract of what they intend to do and the methodology not later than five days from the date of this publication.
