Job Title: Programme Manager, Public Finance Management (PFM)

Job Description and Requirements

BACKGROUND

Centre for Social Justice (CSJ) is a Knowledge Institution, being a non-governmental, non-profit and non-partisan organisation registered with the Corporate Affairs Commission as a Charity. It was established to introduce professionalism in civil society work and to use social entrepreneurship to provide cutting edge services to enhance and deepen economic, social and political change. It is a Company Limited by Guarantee under Nigerian law.

CSJ envisions a Nigeria where Social Justice informs public decision-making and guarantees respect of human rights and fundamental freedoms for all. Its mission is to be a be a principal catalyst in mainstreaming Social Justice in public life through policy engagement and interventions that bring about economic, political and social reforms, rights enhancement and sustainable livelihoods.

The organisation engages the Nigerian public policy space to bring about desired reforms through action research, policy analysis and consequent stakeholders’ engagements. Its work spans across five thematic areas namely: Public Finance Management, Political Finance Reforms, Energy and Environment Reforms, Gender and Inclusivity, and Rights Enhancement.

THE POSITION

The Programme Manager, Public Finance Management would administer the portfolio of delivering on the Programme’s activities in line with organizational and donor partners’ policies. Primary tasks range from action research, policy analyses which include government budget analyses and reports production, policy briefs production, advocacies and stakeholders engagement.    

KEY TASKS AND RESPONSIBILITIES

Primary Responsibilities

Programme Implementation, Coordination and Evaluation

  • Take the lead in the implementation of PFM programme activities so as to ensure timely deliverables are achieved. These include (but not limited to): researches and policy analyses such as government budget interventions, advocacy activities, capacity buildings and trainings, organizing and anchoring thematic workshops and round tables.
  • Take the lead in action researches and other researches activities together with their reports writing and production of publications.
  • Play a key role in the organizational interventions into the government annual budget process.
  • Write reports and analyses of programmatic activities for organizational records keeping and submission to other partners.
  • Liaise with other Programme Officers and Managers in project activities’ implementation and stakeholders’ engagement.
  • Contribute in proposal writing activities for projects’ funding. 
  • Take the lead in the monitoring and evaluation aspect of the programme’s activities.

Representation and Communication

  • Maintain relationships with Donor Partners and other Civil Society Organisations.
  • Participate in workshops, capacity buildings, trainings organised by the Organisation or by other organisations and partners.
  • Represent CSJ at public events and/or in mass media.
  • Plan and conduct travels and other outreach activities to enhance and sustain existing and future networks with potential donors.

Advocacy and Alliance Building

  • Take the lead in the planning and actual engagement of relevant stakeholders in the programme’s activities.
  • Maintain healthy relationships with all stakeholders as well as build new ones.
  • Identify communication opportunities and strategies to disseminate the organisation’s research publications and other materials.

Other Responsibilities

Team Leadership

  • Work in collaboration and synergy with other departments including Finance, Procurement, IT and Admin.
  • Contribute to the overall growth of the organisation.

QUALIFICATIONS

The successful candidate would possess (or be):

  • A BSc Degree in Economics, Accountancy/Accounting, Business Administration or other related Social Science courses.
  • An MSc Degree would be an advantage.
  • At least three (3) years of cognate experience as a Programme Manager in Fiscal Governance (experience within the non-profit sector is preferred).
  • Relevant experience in conducting budget analyses and related activities would be an advantage.
  • Professional Certification in Public Finance Management (e.g. PFM course by International Financial Institutions).
  • Demonstrated experience in data analysis.
  • Demonstrated project management experience.
  • Deep understanding of how development policies work at federal and subnational levels.
  • Demonstrated ability to prioritize tasks and work well under pressure.

Skills

  • Excellent Project Management skills.
  • Strong analytical and report writing skills.
  • Superb written and oral communication skills.
  • Knowledge of data analysis tools such as Microsoft Excel, Visme.co, Canva.com or other similar platforms.
  • Sound knowledge of Microsoft Office Suite: MS Word, MS PowerPoint, MS Outlook, etc.
  • Exceptional attention to details.
  • Ability to meet stipulated deadline and excellent time management skills.
  • Self-motivated to perform well.
