The Centre for Social Justice has published the federal and seven sub-national governments pre-health budget memos calling for a 2023 budget that prioritizes health.
The budget memoranda projects the expectation in 2023 from the plan, policy and budget continuum in health, increased funding to the sector and investing in value for money tools and processes to increase economy, efficiency, effectiveness. It also projects equity of investments across the health value chain
It is part of activities for the Right to Health USAID/SCALE project which is implemented in the Federal Capital Territory (FCT) and seven focal states of Bauchi, Sokoto, Adamawa, Nasarawa, Imo, Ekiti and Rivers.
The rationale for the memo is that the Federal Ministry of Health is required to consult relevant stakeholders including Civil Society Organizations (CSOs) that work in the Health Sector during the preparation of the annual budget.
Therefore, this pre-health budget memorandum presents the key inputs of CSOs into the 2023 Federal Government budget for the health sector. The primary focus is on PHC as an entry point for UHC. There are also recommendations for improved transparency and accountability and improved direction of available resources to the sector. The recommendations include:
