In the spirit of the vision of the Centre for Social Justice, of a Nigeria where social justice informs public decision making and guarantees respect for human rights and fundamental freedoms for all, we present the Sokoto State 2021 Education Capital Budget Pull-Out. This has been our tradition in so many states where we work to provide capital budget information to all Nigerians. The Pull-Out provides information on all education projects, amount allocated and their location.

The Declaration on the Right to Development states that the human person is the central subject of development and should be an active participant and beneficiary of the right to development. As such, Nigerians have individual and collective responsibilities to follow the money and track developments in the implementation of capital votes meant for their benefit. It is a duty we cannot afford to evade. This brings to the fore the need for vigilance, monitoring, tracking and exercising civil society oversight over the implementation of capital projects in the budget. It is our expectation that non-governmental organizations, community based organizations, faith based organizations, professionals, youths, women’s groups, political parties and activists, etc. should take interest, monitor and report on how capital votes are spent.

This Pull Out presents an opportunity for action; to follow the money, ask questions about project implementation; contact your representatives in the State House of Assembly; ask questions from Ministry officials and contractors about projects located in your vicinity that seek to improve your welfare, etc.

CAPITAL BUDGET PULLOUT ON EDUCATION IN SOKOTO STATE FOR THE FINANCIAL YEAR 2023

The budget is a legal instrument for the delivery of government’s intentions to its people. The budget document, and by extension the annual audit report of government, are really ‘the people’s documents. They are meant to provide a binding statement of intent and an accountability instrument to citizens of government’s stewardship.

Often though, these documents are long, convoluted and complicated to understand. They do not lend themselves easily to lay readers. It is imperative though that citizens have access to this information in a clear and intelligible manner. This will increase understanding, promote engagement, encourage greater citizen monitoring, and provide information that engenders informed and incisive questioning – all aimed at improving

the budget process and budget performance. This will in turn improve government performance, increase effective service delivery, and strengthen the trust between citizens and the state that deepen our democratic process and entrench accountable governance processes.

A key component of the budget is the Capital Budget – which provides the resources to achieve key existing, on-going as well as new projects. Through a greater understanding of this, citizens are better able to see how government’s resources are being deployed, advocate for the completion of abandoned capital projects and support the process of avoiding duplication, as well as connect with the tangible efforts of government to deliver services.

We strongly recommend this 2023 Education Capital Budget Pull-Out as a key reader for the range of interested actors at local and state levels who wish to engage responsibly in the budget.

REVIEW OF SOKOTO STATE EDUCATION BUDGET 2020 – 2022(Draft)

This is a review of the investment in the Sokoto state education sector. This sector has two major ministries, the Ministry of basic and Secondary Education which caters for basic and post-basic education and the Ministry of Higher Education which oversees tertiary education in universities, Polytechnics and Colleges of Education. Under both ministries, there are several departments and agencies. Essentially, it focusses on the budget allocation against established benchmarks, and the extent to which the projections were implemented including the ability of the state to draw up available funds from external sources. This sector-wide review considers all the investment in different levels of education including basic, post basic and tertiary education over a period of 4 years (2020 to 2023). This review is presented in three sections. Section 1- budgetary allocation reviews the resources devoted and the adequacy of it. Section 2 reviews the budget performance against projections in the approved budget. Section 3 delves deeper and reviews components of the Ministry of Basic Education focusing mainly on reviewing the state’s effort at remedying its large out of school population and girl child education.

Adamawa State Pre 2023 Budget Health Memorandum

This memorandum is divided into seven sections. Section 1 is the background, provides the rationale for the exercise and reviews key sectoral goals, objectives, targets and strategies. Section 2 reviews Adamawa specific health indicators and their implications. Section 3 reviews the health budget commitments of the State including the actuals and their compliance with the Abuja 15% Declaration. It also reviews whether the State has set and costed a Minimum Service Package for PHC and the whole of government and health in all policies approach. Section 4 is on the implementation of the Basic Health Care Provisions Fund in the State while Section 5 reviews the sustainability of the current health care financing model. Section 6 is on the operation of health insurance in Adamawa while Section 7 is on recommendations. The following recommendations for Adamawa State flow from the review and analysis in this Memorandum.
Develop a New Strategic Health Development Plan.
Prepare a Health MTSS.
Mainstream the Plan, Policy and Budget Continuum in Health.
Adopt a Whole-of-Government, Health-in-all Policies Approach.
Stakeholder Engagement and Popular Participation in Preparation of MTSS.
Adopt a Whole of Society Approach to Health.
Increase Funding to the Sector and Invest in Value for Money.
Moratorium on New Capital Projects.
Invest in Transparency and Accountability.
Prepare and publish Annual State of Health Report.
Ensure Maximum Benefits from BHCPF.
Full Implementation of Adamawa State Contributory Health Care Management
Agency Law and the National Health Authority Act.
