TERMS OF REFERENCE FOR BASELINE STUDY ON PUBLIC FUNDING OF SMALL HOLDER WOMEN FARMERS 2015-2019
1. BACKGROUND
Centre for Social Justice (CSJ) is a Nigeria Knowledge Institution with a vision of a Nigeria where social justice informs public decision making and guarantees respect of human rights and fundamental freedoms for all. Its mission is to be a principal catalyst in mainstreaming social justice in public life through policy engagement and interventions that bring about economic, political and social reforms, rights enhancement and sustainable livelihoods.
CSJ with the support of the International Budget Partnership (IBP) and in collaboration with the Small Scale Women Farmers Organization in Nigeria (SWOFON) seeks to undertake a baseline study to establish the public support received by Small Holder Women Farmers (SHWF) through the budget and other publicly funded mechanisms that support agriculture at the federal level and in five focal states of Anambra, Jigawa, Nasarawa, Niger and Oyo. SWOFON is an association of over 500,000 smallholder women farmers with membership cutting across 35 states in Nigeria. The association’s goal is to end the cycle of poverty among smallholder women farmers and to stop all forms of discrimination against women smallholder farmers in Nigeria.
Against the background of the foregoing CSJ seeks consultants to undertake the study and be involved inter alia in the following activities.
Gather and analyse all international, national, state level policy standards applicable to budgeting for SHWF in the state. This will include National Agriculture Policy, Gender Policy, Convention on the Elimination of all forms of Discrimination against Women, Sustainable Development Goals, Maputo and Malabo Declarations, Comprehensive Africa Agricultural Development Policy, etc.
Confirm through relevant statistics published by authoritative agencies the proportion of women involved in agriculture through its value chains in the state.
Gather and analyse all state level budgets and federal level for the federal study to highlight specific votes targeted at women farmers or SHWF.
Review the budgets for agriculture to determine whether they met the Maputo and Malabo Declarations’ benchmarks. This should include the budgets of Ministries such as Trade, Labour and Productivity, Environment, Niger Delta, Women Affairs, Sustainable Development Goals, etc. where provisions have also been made for agriculture.
Get budget implementation reports and audits and examine the differences (if any) between appropriated sums, released, cash-backed and utilized sums in the budget.
Issues of value for money in the allocations – economy, efficiency and effectiveness
Examine the mandate and activities of agriculture research institutes in the state and how they impact on agriculture. How is their agenda and research area determined and links with off-takers of research findings. What are the key equipment, farming inputs and methodologies available from the research institutes.
Review availability of extension services and any needs for improvement.
Review provisions for climate smart agriculture
Detail the actual benefits from public funding by SHWF
Collect establishment and policy document of special interventions including Anchor Borrowers Programme, Bank of Industry, etc. and examine whether they are gender friendly in terms of policy scope and implementation – percentage of women benefitting from the scheme.
Validate the demands and input needs of SHWF in the state as articulated in their Charter of Demand.
Cost the inputs, applications and mechanization equipment demanded by SHWF in the State.
Mapping of resource flows that will facilitate increased production and value addition by SHWF.
For each major budget line items in the federal or state budget, construct a gender dimension which takes cognizance of the needs of SHWF.

Note that this research will involve learning by doing and co-creation with SWOFON members as they need to understand and participate in the research.
